Kenji Utsumi (内海 賢二, Utsumi Kenji), formerly 内海 健司, (born on August 26, 1937 in Kitakyūshū, Fukuoka Prefecture, Japan) is a Japanese actor and voice actor from Kitakyūshū. He is married to fellow voice actor Michiko Nomura. He is affiliated with the self-founded Ken Production.

He is best known for his roles in Fist of the North Star (as Raoh), Fist of the North Star 2 (as Kaioh), Dr. Slump Arale-chan (as Senbei Norimaki), the Dragon Ball series (as Shen Long, Recoome, Commander Red, and the Tenkaichi Tournament Announcer), and Sally the Witch (as Sally's Papa). He is also the official dub-over artist for Steve McQueen, Sammy Davis Jr., Victor Mature, and Robert Shaw, all of whom are deceased.
